Dear Twin Rivers Parents, Guardians and Community Members,

In Twin Rivers, we constantly challenge ourselves to think differently about the work we do each day on behalf of all children. Every decision we make is based on what’s best for our students—from implementing innovative new programs to how we provide services to approximately 4,000 students who receive special education services.
Currently, Twin Rivers is part of a Sacramento County multi-district Special Education Local Plan Area (SELPA) that provides services to special needs students throughout the region. We are the largest school district in the SELPA.

To better meet the educational needs of our special education students, we have decided to leave the multi-district model to become a single district SELPA. With this move, we will have more flexibility and control over funding and the delivery of more high-quality programs and services to special education students who live within district boundaries and attend our neighborhood schools. Instead of reporting directly to the Sacramento County SELPA, we will report to the California Department of Education in the areas of special education programs, budgets and compliance. The proposed change would not take place until the 2019-2020 school year.

Special Day Classes (SDC), the Resource Specialist Program (RSP) in preschool through high school, and our adult transition program will continue to be critical components to ensure a continuum of supports for students. The implementation of students’ Individualized Education Programs (IEPs) will not be impacted by the proposed move to a single district SELPA. All programs and services align with the district’s efforts to help all students reach their full potential in a caring and supportive learning environment.

Community Advisory Committees (CAC) are a vital component of an effective Special Education Program. CACs have specific and important responsibilities. Every Special Education Local Plan Area (SELPA) is required to establish a Community Advisory Committee. The CAC assists in advising local governing boards about the Local Plan, annual priorities, parent education and other specified Special Education related activities.

CACs are required by law and reflect the community they serve. They are comprised of a combination of parents, educators, representatives of public and private agencies and individuals concerned with the needs of individuals with disabilities. The majority of CAC members must be parents of students residing in the district, and the majority of these parents must be parents of students with special needs. Candidates are approved by their governing Board in accordance with locally determined selection procedures.

Twin Rivers is looking for interested individuals to serve on the district Community Advisory Committee for Special Education. The CAC is a critical component of becoming a single district SELPA. Applications should be submitted By March 8, 2018 to:
